This list is based on Clark County Metropolitan area in Washington and Oregon. I just figured out that all families who receive some type of public assistance (WIC, Free or Reduced school lunch, Section 8/Public Housing, TANF, Medicaid, Low Income Energy Assistance) you can show proof of eligibility for reduced access admission. On average paying only $3 per person for up to 6 people in some cases.

So far I have been able to try out this location this summer. My kids stayed at 4 of their play sites about 15 min on average and left after an hour. It was a good turn out because I only payed $2 per person with reduced access admission. They loved in particular the veterinarian station and kitchen.
